The South Carolina Department of Public Health (DPH) is seeking well organized and detail-oriented Upstate Travel & Direct Pay Administrator to join the team. As the Upstate Travel & Direct Pay Administrator you will lead a team responsible for maintaining accurate financial records and ensuring timely processing of payables. With ever evolving changes, you will be a key partner is making sure updates and changes are relayed timely and accurately. You and your team will be liaisons for agency direct payables and for employees representing the agency assisting with travel accommodations and registrations.

Duties and responsibilities include, but are not limited to:

  • Budget and Finance Support: Perform and assist in finance activities including funding for travel vouchers, fund reservations, FV60 payments, and contracts for procurement and finance staff.
  • PCard Transactions: Request funding, upload receipts, and approve PCard transactions in WORKS. Compile and maintain monthly documentation and statements.
  • PCAS Coordination: Upload monthly PCAS submissions, reconcile using Doc View, and assist staff with PCAS-related questions. Manage on-call timesheets and assist with hourly personnel time-sheets in SCEIS.
  • Invoice and Mileage Processing: Process monthly IDT invoices, mileage logs, and allocate trips to appropriate programs.
  • Expenditure and Travel Claims: Review invoices and receipts, select cost allocation methods, prepare invoices and claims, and process accounts payable using SCEIS FV60.
  • Mail Management: Retrieve, scan, and distribute regional mail.

    Minimum and Additional Requirements

    A high school diploma and three (3) years in entry level account payable / bookkeeping; or an associate's degree and one (1) year in accounting / bookkeeping; or a bachelor's degree with multiple accounting courses.

    Strong time management skills with the ability to meet daily and monthly deadlines.
    Preferred Qualifications

    • Experiencing in auditing financial records.
    • Knowledge of government accounting / bookkeeping principles and practices.
    • Proficient in Microsoft Word, Excel, Adobe, and SharePoint.
    • Ability to type 35 wpm.
    • The ability to communicate effectively both verbal and written.
    • Maintain confidentiality and work well with others.
    • The ability to exercise judgment and discretion in interpreting and applying SCDPH program policies and procedures.
